Position Summary:
Under the limited supervision of the County Administrator or the administrator’s designee, plans, organizes, and directs the operations and programs of a small to medium sized correctional facility; monitors all operations to ensure a functionally legal, efficient, safe, and sanitary Jasper County Detention Center in accordance with local, state, and federal laws
Major Duties:
ESSENTIAL JOB FUNCTIONS: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
• Supervises, directs, and evaluates assigned staff on various duties, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; interviews and selects new employees.
• Coordinates daily work activities: organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; conducts staff meetings; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
• Interprets, explains, and ensures facility compliance with all applicable codes, laws, rules, regulations, standards, safety practices, policies, and procedures: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
• Develop and oversee enforcement of detention center rules, regulations, policies, and procedures: ensures inmate discipline; ensures maintenance of a secure and peaceful environment in the facility.
• Communicates with County Administrator, County officials, state/federal law enforcement officials, and other individuals to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
• Coordinates department activities with other departments, local/state/federal law enforcement agencies, courts, attorneys, or other entities.
• Performs administrative tasks: prepares status reports, operational reports, and statistical/demographic reports; reviews staff reports, incident reports, disciplinary reports, segregation orders, use of force forms, intake/release reports, and other documentation to
• Monitors operations; assists staff in managing human resources problems; maintains records of facility operations.
• Conducts inspections of detention center facilities to ensure proper operations, maintenance, safety, and security.
• Plans, directs, and coordinates operations and activities of the detention center: oversees processing and booking of incoming inmates; oversees release of inmates in accordance with established procedures; oversees inmate transport functions; oversees facility cleaning, maintenance, and repair activities; ensures accurate maintenance of inmate account records; coordinates contract negotiations and monitoring of work performed by contracted service providers.
• Plans and supervises all security operations: oversees and participates in maintaining/assuring security of detention center; oversees security checks of housing units and all interior/exterior areas of facility by correctional officers; oversees or conducts watch tours, rounds of facility, and periodic security checks; monitors cameras/video surveillance equipment and controls opening/closing of all doors in facility; conducts pat/strip searches; searches inmates, cells, mail, building, and ground areas to locate/remove contraband and to maintain security.
• Directs response to disturbances, riots, alarms, or other emergency situations: responds to disturbances; mediates inmate problems, intervenes in physical confrontations, and assists in controlling/restraining violent/unruly inmates; directs and assists in conducting searches for escapees.
• Directs inmate classification activities: ad hoc member of Reclassification Committee; oversees and participates in determining appropriate classification of each inmate to ensure proper placement within detention center; reviews inmate classification sheets; determines whether each inmate is acceptable for confinement in the facility; reviews and approves sentence computation sheets.
• Responds to complaints and questions related to department operations: conducts investigations into incidents and complaints from inmates, staff, visitors, or the public; oversees disciplinary review investigations; conducts internal affairs investigations.
• Performs customer service functions: provides assistance and information related to facility policies, procedures, activities, documentation, or other issues; responds to questions/complaints, researches problems, and initiates problem resolution.
• Develops and implements long and short-term plans, goals, and objectives for the department: evaluates efficiency and effectiveness of department operations, procedures, and resource management; implements improvements in operational procedures as needed; develops plans of action for identified problems.
• Develops, reviews, updates, and implements departmental policies and procedures.
• Develops and implements departmental budget: monitors expenditures to ensure compliance with approved budget.
• Directs activities to achieve and maintain facility accreditation.
• Directs and coordinates staff training activities: implements training plans and validates levels of training for staff members.
• Compiles and/or monitors various administrative, demographic, and/or statistical data, such as crime statistics, inmate population, inmate demographics, or length of stay: analyzes data and identifies trends; summarizes data and prepares reports.
• Prepares or completes various forms, reports, correspondence, performance appraisals, employee counseling forms, schedules, duty rosters, budget documents, statistical data/reports, status reports, operational reports, population counts, booking charts, disciplinary reports, investigative reports, internal affairs reports, incident reports, lesson plans, training materials, or other documents.
• Receives various forms, reports, correspondence, personnel/payroll forms, job applications, invoices, budget reports, contracts, incident reports, disciplinary reports, segregation orders, use of force forms, disciplinary appeals, shift rosters, shift meeting reports, quality assurance reports, staff reports, status reports, intake/release reports, watch sheets, inmate requests/complaints, transport requests, classification reports, fingerprint reports, fugitive reports, demographical data, arrest/booking documentation, booking reports, court indictments, probation forms, court orders, inmate records, criminal history reports, warrants, blueprints, specifications, inmate handbook, NCIC guidelines, laws, policies, procedures, rules, regulations, lists, directories, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
• Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include word processing, spreadsheet, database, presentation, e-mail, Internet, or other programs.
• Operates a variety of standard and specialized equipment and tools associated with work activities, which may include a motor vehicle, firearms, chemical weapons, emergency equipment, security/alarm system, surveillance camera/monitor, door control panel, drug testing kits, processing kits, fingerprint processing machine, handcuffs, restraining devices, baton, flashlight, fire extinguisher, photographic equipment, protective/safety equipment, medical supplies, radio/communications equipment, or hand tools.
• Monitors inventory of department equipment and supplies: ensures availability of adequate materials to conduct work activities; initiates orders for new/replacement materials.
• Communicates with County officials, department supervisors, employees, other departments, state/federal agencies, law enforcement agencies, court officials, attorneys, bonding companies, medical providers, inmates, family members, visitors, the public, vendors, contractors, service providers, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
• Attends meetings, serves on committees, and makes presentations as needed: represents the County and the Detention Center to various organizations, committees, and professional associations.
• Serves as on-call duty officer for after hours or weekend emergencies or problem situations.
• Maintains a comprehensive, current knowledge of applicable laws/ regulations: maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
Knowledge Required:
• Serves as criminal justice/corrections trainer within the Detention Center.
• Provides assistance to other employees or departments as needed.
• Performs other related duties as required.
Physical Demands:
Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds); may occasionally involve heavier objects and materials (100 pounds or over).
WorkEnvironment:
Performance of essential functions may require exposure to adverse environmental conditions, such as odors, traffic hazards, humidity, rain, temperature extremes, bright/dim light, disease, pathogenic substances, violence, chemical weapons, firearms, or rude/irate individuals.
Minimum Qualifications:
Bachelor’s degree in Criminal Justice, Business Management, or closely related field; supplemented by completion of correctional officer training program; supplemented by six (6) years of progressive management experience involving detention center operations, corrections facility management, inmate classification, budget administration, and management.
Preferred Qualifications:
• Serves as criminal justice/corrections trainer within the Detention Center.
• Provides assistance to other employees or departments as needed.
• Performs other related duties as required.
