Position Summary:

This position is responsible for developing and administering recreation programs and overseeing the operation of parks and related facilities.

Major Duties:

• Directs the administration of all division programs, operation, and facilities. • Develops the annual division and Sergeant Jasper Park budgets; monitors expenditures under the existing budget. • Plans, develops, and implements youth and adult recreational programs for county residents. • Coordinates scheduled maintenance of division facilities. • Supervises operations of the Sergeant Jasper Park. • Hires, trains, evaluates, and supervises division staff; communicates work assignments. • Attends education seminars and training programs as needed. • Attends community meetings, council meetings, and other civic and local groups to present and promote recreation program and leisure services offered by the county. • Directs the maintenance of ball fields; directs preparation of fields for games as necessary. • Manages all Parks & Recreation staff to include; Maintenance Workers, Recreation Program Coordinator, Administrative Assistant, Administrative Clerk/Customer Service Representative, and Park Ranger. • Purchases equipment and supplies for the division. • Completes state and federal grant applications. • Plans, coordinates, and oversees special events and activities such as fundraisers and corporate outings. • Responds to complaints from the general public. • Directs the development of short and long range plans for the division. • Oversees local arts council operations. • Other duties as assigned or needed.

Knowledge Required:

• Knowledge of: principles and practices of public and recreation administration. • Knowledge of the theories and techniques of recreation service delivery for a variety of populations. • Knowledge of relevant laws, department and safety guidelines, and county codes, policies, and procedures. • Knowledge of federal, state, and local laws, building codes, and safety regulations pertaining to recreation and park facilities. • Knowledge of recreation maintenance and repair techniques. • Knowledge of accounting and budgetary processes and procedures. • Knowledge of rules and regulations pertaining to various sports and recreation activities. • Skill in supervision. • Skill in operating grounds maintenance tools and equipment. • Skill in planning, organizing, and marketing recreational services. • Skill in public speaking. • Skill in operating general office equipment. • Skill in interpersonal relations. • Skill in oral and written communication.

Physical Demands:

The work is typically performed while sitting, standing, walking, bending, crouching, or stooping. The employee frequently lifts light objects, occasionally lifts heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity.

WorkEnvironment:

The work is typically performed in an office and occasionally at outdoor facilities, where the employee may be exposed to dust, dirt, machinery with moving parts, cold or inclement weather. The work may require the use of protective devices such as mask, goggles, or gloves.
